Is it possible to pass emissions if you remove the cat and stick a pipe in there? I live in Phoenix, and emissions don't seem that terrible here. Also, since I have no cover for my coil, got it wet one day. Car ran like poo and shortly after died, which I suppose is normal for a wet ignition system. What I noticed though, is that when I tried starting it (a couple sparks every now and then, even started for 3 or 4 seconds), black smoke was pouring out the side of my cat. I assume this is unburned fuel being sent through it. Is it safe to assume that my cat is dead?
Three years ago I had my '88 inspected there and I believe Gilbert used a dyno smog test so I wouldn't try to pass it without a main cat.
You can gut or remove the two pre-cats but replace the suspected main cat with a Catco from Summit. They are not much $$ and will assure that you pass smog.
Since your engine is still missing I suspect there are other issues to be attended before you can pass emissions testing.
