Cranks but No spark
However, a logic probe, that you can buy at Radio Shack, can probably be used to detect if the pulses are missing.
With an oscilloscope, you can determine the timing and duration of the pulses. With a logic probe, you can only determine if pulses is present. My guess is you don't have any pulses at all.

If I remember correctly, there is a data output for the low-res and high-res pulse that you can read on a scan-tool. I've never paid much attention to these readings, other than they jump all over the place.
If either of these readings were zero (especially the low -res pulse) when cranking the engine, that may very well be an indication that they don't exist.
