I'm not sure how to ask this to get the answer I want, but here goes: I am imagining a naturally-aspirated L-98 from which I want more low-end torque.
1)Let's say the throttle body, plenum, runners, and base manifold are stock. What are some of the better ways to maximize low-end torque?
2) I know that the street legal chips on the market cannot alter the timing and fuel maps below 80% WOT. Is it possible, however, to program a chip yourself that is not certified as street legal, but that takes maximum advantage of any modifications AND meets emissions?

Low end torque is (assuming everything else, such as air-fuel ratio and
spark advance, is correct) determined by CID and the timing
of the closing of the intake valve.
