Default Brake questions

I was having a loud brake squeal problem on my 92 rear brakes. I took them apart and found that there is a peice that I believe that should be attached to the back of the brake pad (anti-squeal device) It is shaped like a "T" and one is completely loose and the other has shifted from the original location. There is some sticky residue on the surfaces. My question. Can this be re-attached to the pad or do I replace the pads now while I have them apart? Does anyone have the minimum spec for the rear rotors thickness (standard brakes)? mine are .747" now. Thanks in advance for the help :seeya

There are anti-rattle clips that hold the pads to the calipers.

Also there was an anti-rattle pad behind my brake pads which didn't come with new pads so I put a thin layer of bladk RTV on the back of each brake pad to prevent rattle.
