You have nothing to lose by trying this: Give it a shot of WD-40 (directly into the keyway). I tried it on my 87 and darned if it didn't solve the problem. Won't cure the sloppiness, but my guess is, it lubricated the tumblers and perhaps cleaned out some gunk. After that, the key turned very easily.

you're about 1/2 a-step ahead of me! I am going to try that first...
but I figured this... my 92 has 117k miles... I need to service the tilt... why not go in there once, replace the signal stalk, replace the ignition and fix the tilt... done for another 117k miles!!
