What was the coolant temp at startup? How long was the engine running in minutes when you saw this? Personally if I saw a static reading on the O2 in open or closed loop I'd be replacing it.
Not a bad guess, huh? It's strange the wiring harness is stuck at 450mV. I wonder if there isn't a ground offset or something. I'd check the wiring harness directly with a DVM, maybe the harness is melted and shorted to the chassis?
if I remmber correctly that is the reference voltage the ECM puts out.. so that is probably normal.. once it's in closed loop you will see the voltage fluxuate.. if not the o2 is junk.. also you should see an O2 fluxuate voltage even unplugged after the O2 is at running temp because it is a voltage generator.. but it must be HOT...

isnt it supposed to throw some kind of code when the O2 sensor isnt completing the circuit???
besides, even when its in open loop, the O2 sensor should send numbers back to the ECM even though its not taking them into account until it reaches closed loop
