On my 94 I can feel a small difference between tour and sport, but there is a noticeable difference when I go to performance. It also depends on the speed you're going between modes.
Any also how old the shocks are, freshly rebuilt you'll feel the difference in all 3 modes.........guaranteed

Re: FX3 Selective (1990CORVETTE)
Possibly related info. We couldn't feel a difference in our 94, and it turned out the light bulb had been removed probably because 3 of the actuators and one shock gear were bad and the 2nd previous owner wanted to 'hide' the problem. Make sure the two lights on the DIC (if yours has this) lights up when the key is first turned on. If it does, then feel each actuator (or shock for the rear) and make sure you feel and hear the actuator working when the key is first turned on without starting the car (it does a counter clockwise 90 degree rotation, then a clockwise rotation, then a 20-30 degree rotation counter-clockwise). It's pretty easy to feel it in the front and just hold the shock in the rear and you will be able to feel (and hear it). Hope this helps...
