sometimes when the outside air temp is at 32degrees or lower, when I apply the brakes for the first time, it feels stiff and almost feels like brakes aren't getting pumped up ??? any ideas? :confused:
When's the last time you bled your brakes and changed the fluid with DOT3 or Delco Supreme II. That alone will make a tremendous difference in brake pedal feel.
Also check your brake booster. Does it hiss (vacuum leak) near the master cylinder and firewall, or if your brake pedal takes both feet to depress, instead of the normal toe-touch function, it could be time to replace your booster. :chevy

If the fluid in your reservo[r is less than clear or bright sort of yellow, it needs to be changed. Gray or black appearance is dirty fluid which will eventually wear out the seals in the system
I've noticed that even with the stock pads, the brakes need to be warmed up a little before they work very well.
I've had to use my brakes pretty hard when first starting out driving and on more than one occassion it seemed as though the brakes didn't want to brake! Then near the end of braking, they will grab real hard like they ought to as the brake pads has warmed up finally.
This has happened to me at temperatures well above freezing though.
This may not be what you're experiencing, but it's something else to watch out for.
