On my 1984, the "check engine" light flashes a 12 three times. Then it flashes each code 3 times each, until it has displayed all the stored codes.. At the end, it reflashes the 12. The 12 simply indicates that the ECM is working. If you are counting flashes, possibly you miscounted, If all you get are 12's you have no stored codes. *I* don't know if your '90 is the same or not. 12 is delimiting code and used to indicate start of code sequence and loops back to 12 when all codes are shown if any are present. 12 is normal and is ignored. I agree with cfi-efi on the rest
