That is pretty strange! The tach responds to pulses sent to it from the distributor so the first thing I would check with an oscilloscope is the pulse string from the distributor to see if it changes frequency with the brake on. If not, then something funny is going on in the cluster and that would be a job for one of the cluster repair centers.
sounds to me like you have a bad/intermittent ground connection somewhere... the tach is finding a ground path through the bulb(s)/window motor etc... :cheers:
