I've come into possession of an OTC 2000 scanner - old school. TPS voltage is .564, but when I floor it the voltage does not change. Is something wrong with sensor or scanner?
Also, the manual states the O2 count shifts as being variable, and not a lot of shifts per second can mean the engine isn't running properly. With the understanding that every motor is different, how can I determine if the cross counts are acceptable? They are falling in the proper numeric range, but what about the frequency of counts per second?

Your TPS should get readings in the 4v+ range at full throttle. Are you sure the scanner is working correctly? Turn the car "on", but don't start it and smoothly press the throttle. You should see the TPS smoothly go up and up.
