There has always been a big debate over this.
We ran a test at Raceway Park over three years ago, the end result was 1.5 mph faster and one tenth quicker in the 1/4. We did note that it really helped more after the 1/8th mile mark.

Well I don't know about C4's, but several C5's that had the Vortex did alright. We made a run up to Cape Cod and it was pouring out and some flooding.
The two C5's that were with me had no problems fording the deep puddles(I really don't know how deep they were, but they were worried.
On the other hand, another buddy of mine drove his car into a deep puddle and sucked in a bunch of water.
So my opinion is that in the rain, you should be OK, but try to avoid water crossings. I have driven mine through some deep puddles(up to the door sills) and had no problems with the stock setup.
