Not a true Cold air induction, the CLAW draws air from the same place as the stock airbox. The surface area of those cones is also roughly the same as your stock filter.
Only a true CAI setup will help (ie, cut a hole in the radiator shroud), and even then it has been shown by people here to only help over say 80mph.

Does anybody make a cold air induction system for 92-96 C4's anymore? besides Breathless Performance Products "Vortex Rammer"?
The BPP deal looks to be effective, but I don't have one, so I can't really comment on it.
Anybody have any positive expirences with the Vortex Rammer?

This is the one that looks stock, flips it around to draw air from the underside like the Vortex.

I just put the SLP CAI on my car about a week ago. it's very well constructed and seems like a durable part. As for power increase, I couldn't really tell you, but the air has only been getting cooler outside since I've had it, and the car only seems to running faster.

I just installed the vortec ram air and a 52mm bbk throttle body. First gear is almost a joke now as any wot in first blows the tires away.
