Well I did what you said however I didn't take out the governor yet because the cross member is on the car and its too damn cold for me to take it off right now and mess around with it. That will take me some time. I may just take it to a shop and let them get it on the lift and do it quicker for me.
However As far as the TV cable goes.. I pressed in the tab and pushed the slider all the way back towards the windshield and released the tab . I got back in the car and pressed the accelerator all the way to the floor. I took it out for a drive and it is able to shift now out of third but it still shifts a little irregular. When shifting I sometimes have to let go of the gas pedal and it shifts or sometimes it shifts good. It is a little irregular now but better. Maybe I didn't get the cable back far enough ?
I also read that messing with the TV cable can burn out my tranny. Is this true ? Thanks.
