The balancer on my 93 is wobbling and the belt tries to travel off of the tensioner, but then it comes back on. also the rear edge of the belt is worn off. I pulled the belt off & looked for loose or missing bolts. Everything looked okay. I suspect the hub is bent or broken.
Is there anybody that has seen this problem before?

From what you said, here's what I'd do: Take all 3 bolts out that hold the damper to the hub. If the damper pulls right off, check for anything that might have lodged itself between the damper and the hub. Re install the damper and re torque the 3 bolts that holds it together. Also, check that the center bolt is tight. Have you had it apart recently? Any oil leaks around the crank hub? I'm fishing here without seeing it.
Strick, I have never had it apart, But I would willing to bet it was apart sometime before I owned the car. Also there is paint pencil markings of numbers on the front of the dampner. Do you know if the factory did this ? Or I was thinking maybe the dampner was replaced and they had to install new weights in the new dampner.
I think I will pull the dampner off and see what is going on under there.
I read the GM service manual on the balancer removal. How bad of a job is it in the field ?
If it turns out that you need a new damper.....i know someone with a stock 93 damper that was replaced with an ATI. I'm sure you could get it cheap. eMail me if you need it.
I bet someone abused it while trying to get it off.
Shortly after I bought my vette I discovered that the balancer was bent and the ridges were gouged. It looked like some dodo had tried to get it off with a hammer & chisel instead of a puller. It's amazing what some people will do when they don't have the right tools.
Hey Ron, take a look at my tech tip article titled meziere coolant pump install. In it I describe how to get the balancer off the hub and remove the hub, too. It might help.
I had to replace my balancer on my 92. It was wobbly also. Plus it was squeeling like a loose fan belt would. Turns out the dampner has rubber sandwiched in between it and the pully, the pully had busted loose from the rubber and was turning slower than the dampner which would make it squeel.
Atleast on mine, I didn't need a puller to get it off, just took the 3 bolts out and it comes right off.
