My guess is that you're going to have to pay well into the $20k range to get essentially a brand new '96 LT4. That is a nice car. Of course I'm prejudiced. Good luck. :)

You'll pay over $20k for a car with that many miles. I'd say $25k or more, only because its practically new. I personally would want a excellent condition car with, lets say ~20k miles. It would be a better value for the dollar, imo. If you want a collector LT4 I'd recommend a GS. Only time will tell for the collector value of non-GS LT4s. I also wouldn't bother with any of the published books or databases to establish value, as they are pretty far off in regards to corvettes in general, and given the market. Lots of lenders will use NADA (or something similar) to establish the loan amount for a car however.
18 months ago, I paid $28k for a 96 CE with 7k miles, absolute mint condition. So, I would expect $20k+ for the car you're looking at. Still, a very good investment. What else can you buy for around that price with that kind of performance and styling? That's why I bought mine (thank god I didn't pull the trigger on the BMW 325 I was looking at!).
I did a pretty extensive survey this fall on LT4s. I looked on The Auto Trader, Ebay, Cars-on-line, and a few others. I found a pretty good correlation between mileage and price (excluding those pie-in-thesky sellers). I plotted up the data and it shows that a VERY VERY low mileage coupe like that is probably in the $23k-$25k range. I did see a 3kmi Yellow LT4 (very rare) for sale at $29k. It's STILL for sale.
For comparison sake, I paid $18k for mine (also black/black) with 16kmi. That was a REALLY good price, as echoed here on the forum.
I expect you're looking at $25-28k ... .that thing has barely been driven at all... I paid $19k for mine with 46k on her with warranty about 1.5 years ago.
I don't know if your thinking about selling or buying, but either case I'd say the value is $25k-$28k. With that low mileage you may have a few seals that have kind of dried up over time from such little action. Of course you won't have the paint chips, worn carpet, worn leather, etc.

Next, how bad do you want the car vs. the asking price.

These would be low even for a turd LT-4.
I would guess with that few miles, you would expect something between $22k and $28K. Be ware though, once you start putting miles on it, the price drops to probably $19K - $22K.
