Here are the steps that I found in the Tech Tips section on how to program the PKE system.
1. Place transmitter and any optional transmitter 10 feet or more away from the car.
2. Turn the ignition key to the ON position.
3. Push the TRIP/ODO button on the DIC twice.
4. Within 5 Seconds, push and hold the FUEL/INFO button on the DIC until the PKE light on the DIC comes on and stays on.
5. Turn the ignition to the OFF position, but leave the key in the ignition. Thee PKE light will come on and begin flashing. (When I programmed mine the light never flashed but everything worked )
6. Bring one transmitter into range. When the system recognizes the transmitter, the PKE light will stay on. ( I had to hit the lock button on the transmitter before it was recognized )
7. To program an optional transmitter, move the first transmitter out of range and repeat step 6 8. Remove the key from the ignition or turn the ignition ON.
Here's the problem. Everything works fine until I get to step 5. When I turn the key to the off position the light doesn't flash and the remotes don't respond in anyway when I bring them within range. I have tried about 20 times and it is driving me nuts. I bought the car 2 months ago and it didn't have a remote with it so this is the first time I've tried. I'm not sure if it ever worked before or if the system is fried. I don't think it is since it works up until step 4. It can't be the battery because I just put a brand new one in. HELP!

I'm just going off my memory here.
When you get to step 5 leave the key on. When you are done programing each remote, then turn the key off.
Nevermind. I just found the instructions for`94. The instructions you listed are correct.
well i have a 95 vert also i have a pke problem too. Mine when i walk up to it unlocks the DRIVERS door so i get in press the door button the the transmitter to unlock the passenger side door which it does but in turn locks my drivers do so to get our of my car i have to manually unlock my door! i have screwed something up also my door lock/unlock swtiches when i try to use them now don't work i have to manually do it...this all happened when i tried reprogramming the pke system so i think the locks are fine just programmed wrong. wish i would walk up to the car and the pke system make BOTH doors unlock so if anyone has info on my prob please help me too.
hey since u also have a 95 convert what is your stock gear ratio? mine has the G92 option and G44 ratio which is 3.07. If you don't know look at your rpo list in your SECRET compartment in the back.

I guess only having one door unlock is better than none. My doesn't seem to respond at all.

To change the way your passive system unlocks, try this...
Put the key in the ignition, don't turn on.
Press and hold the door botton on the remote for a few seconds, this should change the cycle. I don't remember the exact details/cycle, just experiment, and hopefully find what you like.
I only have one so I guess. Unless there is one under the seat somewhere that I don't know about. I don't think it is the remotes problem. The car won't get past step 4. It won't go into programming mode (when the key is off and the PKE light is flashing).
If you have a service Manuel or can find someone who does you can go into the diagnostics and check it out. MidAmerica sells a diagnostic plug kit made by Gordon Killabrew well worth the $$ If you were closer would be happy to help.
I had the exact same problem with my 95 Coupe. I had to replace the transmitter (in the dash) as it was bad. Works great now!

I purchased mine through Vette2Vette, 815-673-6200 ( 1 block from my house) $100.00 used. GM wanted almost $300.00 for new. Yes,I did it myself and it was not an easy task. If you need more info. please let me know.
