How to remove the shocks?

How to remove the shocks?
The bottom is just two bolts, but the top.. when I try to untwist the nut, it just turns the shaft. It doesn't look like there's enough room to get two jam nuts in there.
My goal is to change out my rotted lower shock grommets.

The top of the threaded shaft is either a squared off section that will take an open end wrench to hold the shaft or if the shocks are newer, you use an allen wrench in the top of the shaft. I forget what size allen wrench
