There is a provision to set a top speed in the computer but the vette usually doesn't have one set. The F-body cars that didn't have Z-rated tires from the factory did come with a top end limit of aroun1 115.
If you have a car that for some reason does have a limit set in the computer you can remove it by programming the computer.
Well judging by my calculations that means that you have the stock 2.59 rear end and you were running in 3rd gear. I can't imagine anybody would go into the computer and put in a top speed limit, it just doesn't make sense.
My 92 has a fuel cutoff limit at a little over 5850RPM. I'm assuming it's there in order to prevent valve float rather than vehicle speed. I don't know if the ECM will shut fuel off in OD at that RPM as you may not be able to get to that point in that gear. I once saw 160 in my 92 at around 5500RPM with 2.73 gears.
Other GM cars use a forced downshift out of OD to control vehicle speeds and they may also have some sort of fuel cutoff to prevent engine damage. The Vette A4 allows WOT upshifts into OD which I believe is different from the F-body trannies.

The engine just isn't strong enough to turn them anymore. Gears like the 2.59s while great for cruising gas mileage are harder for the drivetrain to turn for acceleration/power.
I can't get my 92 M6 over 150 mph - I hit redline at 150 in 5th then when I shift to 6th there's no power? Is this normal for an all stock car or do I have problems?
