I don't believe it will. You should be able to adjust the TPS voltage by adjusting the sensor's position on the end of the throttle shaft. Loosen the screws just enough to move the sensor (but you don't want it loose), and turn the sensor until you get 0.54v, then tighten it back up and you're done.

Your ECM will learn the base idle position & WOT, as do all after '89.
So, the actual TPS reading doesn't matter as the ECM "knows" where is base idle.
