Default VATS question

Okay, here's my problem...horn's not working, push the button's, no horn but I can hear the relay clicking, checked for power at the horn, dead. Now, the VATS part, followed owner's manual to test system, reached thru window & unlocked door, no alarm...sometimes the 'security' light will stay on when driving now & today I heard a tick, tick, tick sound from under the passenger side of the dash for a couple of minutes, then it stopped (normal when the security system is armed).
Question: Is there a relay for the VATS system & if so where? If not, am I offbase making a connection between the horn problem & the VATS acting up?
Also, my interior lights do not come on when the door is opened as well, although they do work manually. Thanks for any help. Aloha!

The VATS devices on the later C4's are the ECM and the CCM. The ECM is under the hood and the CCM is under the dash. It also takes readings from the key/igintion cylinder to ensure the proper key. You haven't had any starting problems have you?

Oh, and I don't see any possible way the horns could be affected by VATS. Might be the switches. Mine were able to go out at the same time somehow.

No starting problems. What I really don't get is that the relay appears to be working, the clicking sound, but there's no power at the horns themselves. The odd behavior with the security light staying on while driving is another new problem. Puzzled in paradise.

If the horn relay clicks with no 12v at the horns, then you may have defective contacts in the horn relay! Also, if your voltmeter is across the horn socket, you won't get 12v if the horn ground is open. Try jumping 12v with 2 wires, negative and positive from the battery to each horn. If they don't sound, you have defective horns.
VATS doesn't control your intrusion alarm. The theft deterrent system operates your horn when you open the door through an open window. First check your theft 15 A fuse with an ohmeter! Probably your theft deterrent system isn't working because your courtesy lights aren't operated by your door switches due to a bad ground or a door switch that is sticking or is defective. The theft deterrent system relies on the door switches working properly. Yours aren't.
