I've been running my ZZ4 for nearly 5 years, now. The biggest hassle was making room for the bigger damper on the ZZ4, or you can use the one off your L98 (I didn't feel comfortable doing that, tho).
I sold the new parts that I couldn't use with the TPI to get a few bucks back in my pocket. It's been a fast-running engine with more goose than the L98, so I feel like I've nearly got the ponies of a C5 :)
I would personally try to find a local machine shop to clean up your block, punch it .030 over, and then you can get a good deal for a rotating assembly (crank, pistons, and rods) on the internet somewhere, then get a nice Cam (Maybe LPE219), and be on your way. I gurantee, you can do it that way, get better crank/pistons/rods for cheaper or equivalent to the Crate Motor Price.

if its a decent machine shop, you won't get out of there for less than 4k with machining and assembly. if it's a shady shop, then i could see it being cheaper but not likely. the reason the crates are so cheap is volume. machine shops charge by the quality of the work.

Any machine shop worth their work is going to be more expensive than a crate. (Family, friends excluded). Ones that say they can do it cheaper are lying to fish you in or they are cutting corners.
A crate motor is the only way to go for a quality low buck solution.
After over 6 months of trying to figure out what to do about my slowly dying engine I came to this same conclusion. Rebuilding it is really best if you are just doing it as a hobby, not when you are trying to get your daily driver up and running again. Also if you decide to save some costs by doing some of the work yourself and you screw up that work has no warranty, whereas a crate motor does.
