Welcome to the forum. If I think I'm understanding right, you want to run your fog and parking lights without turning the headlights on, right? If this is the case, to keep the headlights from flipping over, turn the lights off completely, then pull the headlight switch out, but only till it clicks the first time and not all the way out. The headlights shouldn't flip over, but you'll be able to turn the fog lamps on with the switch. If the head lights are already on and you push the switch to the same position, the headlights will stay up, but off.
I used a driving light kit, even if you pull your light switch out till it clicks once, all your light except the headlights will come on, with the kit only the fog/park lights stay on as soon as you turn your car on. I like it alot.
thats the problem,my foggs will not go on when the switch is pulled two the first detent.i understand how the switch /driving lights work, but when pulled to first postion, all i get is parking lights.fogg light,s are disabled, unti i engage driving lights. :chevy
Hmm, that's a little different from my '88, where I can switch the fogs on/off with the headlight switch pulled out to the 1st stop. In this case the headlights are still down but parking lights are on and the fogs are controllable by their rocker switch.
You should be able to get the function you want by swapping in a headlight switch from a later year C4. You might give a call to Contemporary Corvette (link on my site) as they run a large bone yard in eastern PA and may be able to provide you with a used switch from a later year. Also they likely can confirm my theory on the switch.
On my 84 I have a switch on the left side of the panel that controls the fog lights, true, when you pull the light switch half way only your park lights come on, but if you see another switch (top and bottom push style), it controls the fogs, you should be able to turn your fogs off and on with it. Your park lights have to be on first....... I hope this helps...

i called contemporary corvettes and they told me that swaping switch would not make a diffrence, light switchs were all the same config.for latter years ie 84-89 :chevy thanks for help thought.ken
Someone may have replaced the switch with the wrong part, somewhere along the line? Or your switch could just be defective? I'm just guessing at this one.
