The cables stretch over time. : ( AFAIK there is no adjustment method. I had to replace mine due to stretching. For a while I had to pop the hood using vice grips under the dash clamped onto the wires.
Not sure about '85, but on all the later C4s I've worked on there is an adjuster right where the cable goes into the mount for the latch release mechanism. It's black plastic with a slot to fit into the side of the hood release mount. It has a lock nut that can be loosened and then the adjuster backed off a bit. Look at the picture below and you will see it. Also look at my "custom emergency hood release zip tie" - I keep one on both sides at all times. You can tuck them out of the way and when the cable breaks (usually at the track when you're in a hurry), you can reach past the wiper blade and pull each side to open the hood! Good luck, Paul :flag

I don't understand how that alters the metal length of cable any?
The adjustment moves the latch so that doesn't require as much cable travel to release. You can look straight down at the latch while you're adjusting and see the latch show less blade. Maybe not the best technical description but if you move the adjuster, you'll see what I mean.
