Best small block
What is the best mix of cheepest, quickest, best mpg, in reference to a small blakc for the c4? What are your opions and why? :rant:

Jeeeeez, that is a loaded question.
Cheap, quick, and best MPG are generally not used in a complementary sense. If you want quick, it's certainly not going to be cheap. If you want best MPG, get a Honda. :D :thumbs:

A stock mid years C4, with TPI and 6-speed
Because what you described is the motto of the manufacturer and early/mid C4's are cheap. (the initial purchase anyway)

A Honda or Toyota Hybrid would fill the bill for MPG.
Anything Vette from 85-90 will fit the quick but not too expensive criteria.
A 91-96 will be quicker, but more $$.

300+ HP bone stock and my last trip (Before the new motor) I got 26 MPG with 120,000 miles on the motor. Hard to beat the LT1

Well what is the least expensive way to get a c4 (with a small block) including exhaust, up to 450 or so hp and maybe 430 torque?
Super charger?
Turbos?
Ect.
Plus would the lightning series edelbrock or PFI get better MPG for that engine?
