What the torque converter's function is? Sure, I know, it converts torque ;) I know mine locks around 35MPH if I have the stock GM chip, and it's around 45MPH if I use Jesse's programming. I can also tell when it's locked because if I'm going about 50, then tap the brakes, my RPM's jump about 200 higher.
This could a long dicussion, but to the average driver its what eliminates the clutch. If it didn't slip and you put on the brakes and came to a stop the engine would stall. In additon the above case it also provide torque mulitplication as you mentioned.
You have asked a complicted question that can have a very long answer. But relative to lock up, it is controlled by the computer. Obviously, Jesse's chip has a different lock up point than the stock chip. The "lockup" and "stall speed" are unrelated in a "lock up " converter. Applying the brakes is supposed to unlock the converter.
