Default Help me interpret some results

I am real new to this , so try to bear with me. I'll answer questions if I can.

I have datamaster and logged a run.

At idle: 775 - 925 RPM (Usually 825)
LTerm-C Counts are 132
STerm-C Counts range from 124- 128
TPS Volts are 0.61 V
IAC Pos 60 - 66
Spark Advance 20 - 22.5
AFGS gm/Sec 11.0 - 11.6
Inj BPW 1.61- 1.91
Inj DC 2.3 - 2.6
Target AFR 14.5

Knock Counts 8 (Right from start)????

At WOT @ 5575 RPM (first gear)
LTerm-C Counts 128
STerm-C Counts 128
TPS Volts 3.45 (Under hood, I checked it at 4.52 V with engine off - must check linkage)
IAC Pos 119
Spark Advance 33.0
AFGS gm/Sec 237.2
Inj BPW 6.67
Inj DC 62.0
O2 Volts 892
Knock Retard 7.0
Target AFR 11.2 - 11.5 ( dips to a fat 9.94 - 9.60 - 10.14 - 10.92 - 11.11 - 10.64 - 10.73 - 11.09 - 11.18 - 11.28 - 11.32 - 11.46 - 11.52 at 5575 RPM then 14.5 on shift all within a span of 3.6 seconds)

At cruise (77 MPH 6th gear @ 1700 RPM)
LTerm-C Counts 118 - 128 (Usually 118 - 122)
STerm-C Counts 120 - 130 (1 odd spike to 180 during 9 second range - and same range had knock retard of 2.1)
Spark Advance 33.4 - 36.2 (Usually 35.2 - 36.2)
AFGS gm/Sec 33 - 42
Inj BPW 2.12 - 2.90
Inj DC 6.6 ( values increase up to 10.6 - 10.7 as spark advance drops to 31 or so)
Target AFR 14.5

I took data from 3 small portions of scan. Idle, WOT and cruise.

I know it's rich at WOT ( friends can see black smoke).
I know the knock retard is too high (trying to find out why still)
I know the linkage to the throttle body doesn't go all the way due to the highest TPS reading of 3.73 when under hood with engine off I get 4.52 V reading with digital multi meter.
I think I got the AFR good on idle and part throttle (cruise) ok.

I know there is lots that I don't know, which is why I am posting this. Someone please help me so my car can run properly.

Why is target Air-Fuel ratio set to 11.5?
I assume the car was warmed up.

Yes, the car was warmed up.

I am not sure why the Target AFR is set the way it is. I just gave the reading that DataMaster gave me.

I know it sounds way rich, I mean, I should be shooting for 12.8 - 13.0 right, maybe 12.5 for nitrous use.

Anyone else? I mean, my car needs help. I got a race against a 65 Pontiac Acadian (like a Chevy 2) with a solid roller 406 motor. I want to at least perform my best for it!

****EDIT****
The weather report for that time was

WIND W 9 km/h
GUSTS
RELATIVE HUMIDITY 82%
DEWPOINT 13°C
PRESSURE 100.87 kPa
VISIBILITY 16 km
CEILING unlimited
16°C a few clouds

Anyone?

In DataMaster, the Target AFR field is reading way funky. But, the 02 readings in mV are like 875-900 which is good, right?

But, it still smokes black, so what is correct, the o2 readings, or the Target AFR?
