I agree with Vader in that my 89 idles somewhere in the 600 to 700 range. I suggest you place a tach on the engine and see the acutual RPM. Work from this point of reference!

First things to check are TPS reading and cleaning of the IAC valve, but I agree also that you need to check to see what its really doing. I think it would be hard to even have the engine running at 400rpm.
