It's a pretty involved system. I'd buy a shop manual and follow the diagnostic procedure. You should have a shop manual if you're going to to anything other than change the plugs anyway. Not cheap, but they may pay for themselves if you can fix the cruise on your own. Good luck.
Definately follow the vacuum lines...the one that runs behind the battery was the culprit in my cruise not working. I got it to work for the first time since I owned my vette about two weeks ago.
Testing the cruise vacuum system is maybe the easiest and first check to make.
After you disconnect the cruise cable from the TB you can supply engine vacuum from a manifold port, such as the FPR port. Run the engine at idle and see if the cable will pull in.
If so, pinch off the vacuum and see if it holds position.
If so, hit the brake pedal to see if vacuum is then released.
With L98 power Vettes cruise control signals are sent from the digi-dash to the cruise servo.
