Ok this is the problem. Just got a LT4 96 Vette and the A/C will only come out of the floor and defrost. I checked all vacume hoses and the vacume T by manifold and also checked the ones on the A/C programmer too and no such luck still doest it. Could the A/C programmer be bad? I looked at it and see no damage or problems. Is there anything else that could do it? If i need to replace the Programmer where can i get one and how much?
If you have the controler out try cleaning ALL the pin contacts. This includes the display section. Also check all the solder connections you can see. Sometimes they develop cracks and don't make good contact
I had the exact same problem on my 96 CE LT4. I was in denial and replaced the vacuum t under the fuel rail cover, cleaned the control head contacts, and in the end it was the programmer. Once I replaced the HVAC programmer --that fixed my problems.
There is a good tech tip on repairing the programmer. It seems the silicone quick connector between the controller and the vacuum lines seems to decay / rot and that causes most of the controller problems -- opposed to an electronics failure.
So many people have problems with the 96 controller it is to the point of a defect imho...
When you guys are saying the controller are you talking about the actual part on the dash with buttons to operate the climate control or another part hidden away somewhere? I have a 95 with the same problem but believe it to be vacuum releated but may look at the controller if i can't find a leak.

I am talking about the AC controller under the dash above the gas peddal not the one in the dash. Wonder why they go bad. Maybe if i take it apart and replace all the transistors and ect. from radio shack and maybe it will work instead of shelling out 150+ dollars for a plastic box with some relays in it..
