Does not matter if the line is on or off or if the line is capped when off... You should have ~44psi for a stock or mild setup with the line on and about 35-38psi with the line disconnected. (The vacuum is what controls the fuel pressure. i.e. the more you tip in the throttle, the less vacuum and more fuel pressure)
BTW: The uncapped line during testing will not cause enough of a vacuum leak to cause the motor to stall so there is no need to cap....
Remove the vacuum line from the FPR, plug it and measure fuel pressure at idle.
The reason is that, with the vac line connected pressure will depend on manifold vacuum, whereas with the line disconnected the reading is independent of idle speed, manifold vac and other varialbes.
