84 idles low

88 idles low
Sorry, if question sounds dumb, fairly new vette owner.
I have an 88 anniversity special equiped with tuned port injection. Sometimes it idles too low (>500RPMs) and hesitates at stops. When it idles low, the (new) alternator only puts out about 11.5 volts, so the (new) battery tends to discharge. Then other times, like today, it runs like new. It always runs very well at medium and high speed. This is a low mileage car (48,000 original miles) and has been meticulously maintained. I have all maintenence records back to the delivery from dealer.
Any ideas?
