It's been 10 years since I had my 84 (RIP) but I'm pretty certain I remember them being mounted on the side of the fan shroud, where the fan relays for later models are.

In 87 there are 3 relays (1 for each motor, 1 isolation) mounted on the frontmost part of the driver's wheel well. They are near the vacuum cannister under a plastic cover you take off with 2 or 3 screws to get at them. Follow the headlight wires back to them.

Between my service manual, and my parts and illustration manual, I think I have located the relays. The parts book shows three relays located under a relay cover. There are two headlamp activation relays and a headlamp activation isolating relay. The parts book illustration covers 1984-1989 Covettes. The actual locaton of the relay cover isn't clear. However, my service manual for the 1984, shows the relay cover, mounted low, on the front, of left front wheel housing. That ought to do it for your '84.
