I don't know the answer to your question, but I use a 27" tall 10.5" wide hoosier.
My time slips always show more MPH when I use the 27 than when I use shorter tires.

Roll out??? Are you using them on the front? It MUST be late.
The diameter of the tire affects the "gear ratio" between the engine and the track, effectively reducing the gear. Particularly if the engine is over wound with the smaller tires, the bigger tires would increase the mph.
