Default Electronic Fan speed

My 87 electronic a/c has a very weak fan. It does have 10 speeds, but they range from a whisper to most car's medium at best.
Any ideas??
Seems like if it was controller it would not have 10 spds. Is there a resistor inline (these are wild guesses, as I know exactly nothing).
Help! I'm melting! Melting...
It blows real cool, just weak.

Check the blower motor by jumpering it directly to the battery. If it runs faster, then you'll need to check the module mounted on the evaporator housing which amplifies low voltage signals from the dash controls. Input is the brown or tan wire which should have about 2.5 volts on it with the controls on 1, and 6 to 7 volts with controls on 10. The output is the purple wire and low or 1 should be a 4 volt output; max or 10 should be 12 volts.
