How rich do you want it? If you are using the stock O2 sensor to get these readings, they can tell a lot during part throttle, but then when the engine goes into enrichment, the 820mv really doesn't mean much at all. The best way to read it is on a Dyno with a wide-ratio O2 sensor.
Also, the chips are all different based on MAF or speed density. 85 has very little that can be changed, 86-89 is better than 85 and totally different than 90-91. What year computer is it running?
DIY. Or spend $500 to have it done. Tuning it over the phone will never produce great results, unless you get lucky. You need someone who'll spend time reaing a scanner in different situations.
Have you looked at what your fuel pressure is at WOT? Do you have a hi-perf pump? If everything checks out with the fuel pressure, there's no reason you can't dial in more fuel in the ECM's EPROM. Try simply bumping up the fuel pressure using the regulator first.
I shoot for an O2 reading of around 870-890mV at WOT. This gives me the most HP with my 383 setup.
