With milling likely done you should pick up one of the test push rods to determine proper length. Comp. Cams and others have such test push rods.
When push rod length is correct the rocker will sweep an equal distance from the center of the valve stem toward either edge as the valve goes from full closed to full open and back.
Once you've adjusted the test push rod to achieve that operation, you simply meansure the resultant push rod length and get a set as close as possible.
Don't know of any test springs - use the heads as assembled and installed on the motor. Lots of helpful info at the Cam Manufacturers' web sites - try www.cranecams.com and www.compcams.com - there are probably others.
