Undersize Crank Pulley

I want to put the undersized crank pulley on my 86.
Will I still pass California Emissions??
I'm thinking that the AIR pump will run slower which may make it less efficient, and cause the Emissions to increase, therefore causing me to fail a test.
The car has always passed before, no problem.
It now has 131,000 miles with NO major work ever being done..
Input is appreciated.

Not real sure about the emissions, I wouldn't think it would matter, but who knows.
One thing you may want to consider though......
I was going to get one for my 85, but as I was eventually going to do the R134 retrofit for my A/C, I decided against it. Being that a system retrofitted for R134 isn't quite as efficient at idle as the old R12, I didn't think the 5 or so (maybe) extra horses was worth the further loss of A/C efficiency due to the compressor turning slower.
