Thanks. First I will change my wheels to original ones by all because I don't like Camaro wheels on my 'Vette 
After this I will check the speedo error again and I will change the gears if necessary...

A better solution would be to change the speedo gears to make the speedometer read correctly. Once you get the tires you are going to stick with on the car, you can address the (if any) speedo error. THEN further adjustments can be made for the lock up problem, if they're still necessary.
