There are a few things it could be, you can check for codes in the ECM to see if there is a VATs code but if you are hearing the starter solenoid engage it's not the VATS system, the VATs system would disable the starter relay and you would not get anything. A few other thing to look at would be the ground side. The cable at the battery and engine block. Also there were some cars that had to much paint on the block were the starter mounts and the starter was not getting a good enough ground and it would intermittenly act up like a VATs problem, so you might want to drop the starter down and clean the paion off the block were the starter mounts and see if that helps. Also if yoyu want hook a light up to the starter solenoid and make sure the power is getting to the solenoid and staying there. I do this all the time take a bulb and two long wires on it hook one wire to the purple wire going to the solenoid and the other to the starter body for ground then you can put the bulb in the car and drive around. It should light up every time you go to start the car now if it act up just look at the light if it's on it's eather the starter or a ground problem. If it doesn't light up then work your way back the circuit untill you find out were you are loosing the power.
