The higher the RPM, the lower the vacuum. At WOT you have almost no vacuum.

You have good vacuum, warm. The booster is functional, sometimes. How is the vacuum supply TO the booster? Is there a flap in the hose that partially obstructs the flow of air (vacuum)? How is the in line air filter? You could try subbing some gas line or other handy hose to connect directly from the manifold to the booster, as a test. Then install the filter in the test line, to see what happens. If those tests don't tell you something, exchange the booster as defective. You may have never needed a booster in the first place.

I replaced the hose with a real stiff fuel hose to make sure it wont collapse. I also ran a straight piece of hose with no filter. Neither fixed the problem.

You have enough vacuum, really sounds like it's a failing booster.
