Sounds like bushings to me. Order the O.E.M. Delrin bushings online from Mid America Motorworks (MAM) or Eckler's Corvette Parts.
Or, if you don't want to wait and like saving money, go to Home Depot and ask for item number 595609 and pay .69 cents for a pack of three nylon spacers. You will need six to repair both lights.
Print out these repair instructions and you'll be good to go!

My 92 vette is having a similar problem. The headlights do open and close all the way, but they are not smooth. The headlamp motors do continue to run after they are open (or closed) as well. Everything I've read indicates this is a bushing problem. However the "how to" guides I've read vary greatly concerning how easy it is to fix. Ecklers lists the bushings as "easy to install" but the URL onedef92 posted and this one: https://www.corvetteforum.com/techti...=259&TopicID=2 suggest otherwise to me. Has anyone performed this fix lately and how did it go? The one thing I want to avoid is making the problem worse. Any idea what a dealership or other service facility would charge to fix this? This is my first post here at Corvette Forum, and I'm still learning the ropes. Let me know if I did anything stupid!!
It's like anything else, you get better with it over time. The first time you install the bushings, it's naturally gonna' take you longer than the second side.
Carve out the better part of a Saturday or Sunday and take your time. If you can use basic tools like a Torx wrench, snap ring pliers and a flathead screwdriver, you can do this.
DO NOT go to a dealer and get charged $300 or more (plus labor) for a new headlight motor when all you need is a set of .69 cent bushings. That's ludicrous.
Print out the instructions from the link I posted and TAKE YOUR TIME. If you run into any problems at all, STOP, post about it here and we'll help you get through it.
I repaired both of my lights this past summer and it wasn't that difficult at all. Once you get everything laid out and torn open, it's a snap.
Thanks! Stopped by Home Depot today and picked up the spacers reccomended. SKU# 595609 corresponds to 27/64" Long 29/64" OD .324" ID Nylon Spacers. They ran 47 cents for two. I bought 4 packs (six for the job and two just in case). I'll be starting the job in a few hours, and I'll be sure to let you know it goes!
Wow, I couldn't have been more pleased with how the repair went. Just like you said, it was a snap. No snags along the way or anything. Took me about an hour and a half for both lights and they are as smooth as glass now. $1.41 to restore both lights to new condition-- what a deal! Thanks onedef92 for the advice and encouragement and thank you cuisinartvette for the welcome. I am sure to be a regular on CF from now on.
