electrical short
so i put a test light on the fuses with car off and ignition off
and several fuses lite up, so now i need to go back and check what each fuse goes to and fix them? correct

What I would do is make sure I had a well charged battery installed. Measure it's voltage not hooked up to the car, remember that number you get. Hook up the battery with the car off and measure it again. If there is a signifigant drop keep the meter on the posts monitoring the voltage as you pull fuses looking for a big jump in voltage or close to your read on the battery unhooked.
If you don't think it could be through a fuse you'll have to try looking other places that might have hidden fuses (links) running elsewhere in the car. You may need a manual for this one.
There's a lot of different ways to find a current draw but that might be the easiest for you.

with key off, the batt with voltmeter reads 11.8ish
and when i turn the key to accessory drops to 9.8ish,
i have pulled each
fuse one at a time, no difference, i have recently replaced the
starter, beside the starter solenoid, what else could it be?
what should i look for?
