Default C4 Automatic Shifter Question

Hi! I have a 1988 Automatic. For some reason I am able to shift the car out of park with the key out of the ignition and the ignition in the OFF position. What would cause this to happen? What type of linkage goes from the shifter to the key cylinder to prevent this from happening? Thanks!!!

On my 93 there is a cable that goes from the shifter to the steering column and hooks onto the column on the left side. You may be able to dislocate your back and look under there and see if it's hooked up or not. But it may be easier to pull the bottom of the dash out and see. I'm thinking that it's either broke or disconnected either at the column or the shifter.

I see that the cable is there. The cable prevents the key from being turned to the off position unless the shifter is in the park positionl I see that that feature works. How does the cable work to prevent the shifter from being moved out of park with the key off? Thanks!!

I think that part may be on the shifter.
