Shimming the starter?

Shimming the starter?
On page 6D2-3 for the starter noise diagnostic. It said to shim 0.015" to outer bolt only 
. How the H*&^ do I shim just one bolt? Do I cut the shim or just put the bolt thru one hole and leave the other out (no cutting). I have the shim just like the picture show in the book.

Remove the short 9/16" bolt and loosen the long 9/16" bolt. Slide the shim in, the open end of the shim will slide between the long bolt and then line up the shim for the short bolt. I never heard of shimming one side.
