Well, yesterday my SRC light went on when I started moving the vehicle. It went off for a while after I shut the car off and then turned it on again, but went on again after about a few blocks. This has been happening every time I drive the car. It does not go on right away, but after I drive it a few feet. The light has never been on before, other than start up, for as long as I've owned it (almost 2 years.)
So I go to check the codes by jumping a and c on the terminal, and it flashes every single code, all 13 of them! I tried clearing the codes by disconnecting the battery, same result. I'm pretty sure that all of my shocks/actuators aren't bad! What else could be the cause of this?

You can not clear the codes by disconnecting the battery. You have to follow the proper procedure.
This same problem happened on my 91 about 10 years ago. The problem was one bad actuator in the front. I found it by taking any two actuators off and comparing their operation when turning the ignition to run the system thru its self check routine. Why the darned thing set all codes was a mystery to me but I'm betting the controller has a software bug that shows up under a specific set of conditions which may include phase of the moon and aliens in the neighborhood.
Ok, so I finally cleared the codes successfully, and then drove the car again to re-activate the original code. It turned out to be a code 21, which indicated a problem with the front left shock. Is this normally a problem with the actuator or shock?
