It's normal for the LT5 to idle at about 1500 rpm when the speedometer is reading more than 0 MPH. The engine should slow down to idle speed a few seconds after the speedometer reads zero. A vacuum leak can cause the engine to idle down more slowly. Common leaks are at the dual connector fitting at the left front of the plenum on a '90s. On all model years the PCV valve grommet can leak. The throttle could be sticking, as the idle control system tries to compensate for it the idle control may be slower.
