Why live with the delam look.
It would simply bother me each time I would walk up to the otherwise perfect car.
I would save the original, and Los see if a window tint shop could replicate the cutout and slight reflective look of the original if you feel that strongly about it

I dont care about the NCRS aspect, I want to get it changed because it looks horrible and really does ruin the look of the car.

Knowing that Todd has also Top Flighted his car he knows his stuff.
However, I will add this viewpoint. When being judged by NCRS, the car starts out with 4500 points. Deductions are made first for lack of originality of a part or component, then for condition less than perfect.
To earn a Top or First Flight, the car must exceed 94% of the 4500 points or 4230 points. Said differently, the car can lose no more than 270 points in order to earn a Top Flight. ( my apologies for all that know this already, and also for my simple explanation of a complex process).
So if you had a perfect car, (yeah, right), but let's go with that assumption for a minute, and the ONLY thing wrong was the windshield, here is what would happen:
1- a replacement windshield with an base C-4 windshield, would be non original so you would lose all of the points for originality, in this case 26 points.
2- Because of the lack of originality, you would lose all condition points for the component, which in this case is another 24 points.
3- Your total deduction for the replaced windshield then causes you to lose a total of 50 points, which if all else were perfect puts you at 98.88%.
4- This leaves you a cushion of 219 points for all else, yet still earning a Top Flight.
While personally, I would be saddened at losing the correctly date coded proper windshield, my tears would dry quickly, by not having to look at the God-Awful mess of a De-laminated windshield. The picture shown as an example is actually the best type of problem, as it shows as the mirrored bronze look consistently throughout the glass. I have seen far more that look as if the glass was wiped with a dirty rag, leaving ugly highly visible marks. If someone has a picture of that kind please post for an example.
Even if one shoots for the more advanced NCRS awards, the windshield on it's own, while certainly a huge deduction, does not put you out of the running for anything, if the rest of the car is exceptionally good.
I could not look at my car every time I pass it if it (still) had such a windshield. To me it would be like looking at the Mona Lisa with a smile revealing a missing tooth, but that is just me, not everyone else.
So do whatever you please with those windshields, but I know if my incorrect date code 90 windshield in my 93, should de-laminate to the point of ugly then, "It's outtahere".
Just my thoughts on an age old problem.

NCRS will deduct for the delam, deduct for repro and deduct for replacement.
I've seen brand new ZR-1's with regular windshields back in the day and fully loaded NON ZR-1's with solar glass. Talked to Jerry back in the day and he admitted with a shift change sometimes those things did happen.
It boils down to looks from the exterior and interior, just put a replacement in and go on down the road. Save a ton of money and you won't have to explain it to everyone that looks at the car. Life if too short.
