Are those headlights DOT approved, don't blind oncoming drivers because of the pattern, pass NJ inspection?

I adjusted headlights with cutoff beam at 26 inches from the ground at bumper, and remains 26 inches at 10 feet. Does not blind oncoming drivers, and is slightly less blinding than my stock daily driver Toyota when car is pointing upwards on a hill.
I have historical plates on this car, thus I did not have to take it for state inspection. However, I still have the stock headlights and they don't take that long to put back in.
