AFter running my belt too tight, it started to squeal. I didn't know it was too tight, but it's the only explanation. When it started to squeal, a well meaning person sprayed belt dressing on it and for a minute it stopped. Then it howled. I changed the belt for a new one and problem solved.
I think, 99% sure, that when a belt is run too tight, it overheats and stretches. Belts are designed for cars that don't have accessories that require 80 hp like my D1SC. Just an alternator and water pump, etc. So its easy to overtighten. I think the rubber on teh back of the belt hardens and perhaps even starts to crystalize from the heat. Then you have a hard surface riding on a metal pulley and the result is squeal. So I threw away the belt dressing. Any other explanations?
Spoke too soon. Squeal is back.
Update: It may be that the sc pulley fits too loosely on the shaft. It comes off without having to heat it with a torch.

Yeah, you have a pulley that's not straight/aligned with the others. If it's a new style factory ATI kit I'd suspect it's the tensoiner that's out of alignment.
The kit was purchased in April 2005 with the thicker brackets but twin IC. The tensioner does look like it pulls toward the radiator. Is there a better tensioner?
Update: The sc pulley may not be tight enough on the shaft. It is supposed to be removed by heating the pulley with a torch, my pulley slips off without heat.

I tried an A&A bracket, but when I went to a D1SC from a P1SC I couldn't get it to adjust enough so I threw it out and got the new ATI Procharger bracket, did have to add some shims to get the alignment right, but it works great and easy to adjust.
I had the same problem when I bolted up my Procharger. For sure the blower drive pulley was out of alignment. I shimmed the head unit forward 1/16" and its been great ever since
Finally solved mine...The belt was rubbing the lip of the tensioner, I added two very thin steel shims (roughly 1/16" total) and moved the tensioner toward the radiator....no squeaks and the belt is tight.
